2017 MARKET UPDATE:
From one of the more difficult periods of the Batman run to complete, BM 189 is a tricky book in high grade because of its bottle-green cover.
Surely this bad guy will pop up in a DC movie treatment sooner rather than later... High-grade copies have been selling strongly since we last compiled the Hot 100. There is no sustained price support below Fine levels.
Scarecrow is one of the creepiest of the Batman villains list, and this is probably the first really accessible key issue starring the character.
While copies of this book are relatively easy to come by, most are visually unappealing due to the wear on the bottle-green front cover. Copies without color breaks are pretty scarce.
That, combined with the bizarrely similar prices for books in the CGC 9.0 to 9.2 range, mean our recommendation is a 9.4 with white pages. You should be able to find one for under $1,000.
